The future of AI in schools won’t be decided by what districts block. It will be decided by the leadership systems they build to responsibly say “yes.”

The future of AI in schools won’t be shaped by what districts block. It’ll be shaped by the systems leaders build that make it safe to say “yes.”

When Anthropic released Claude for Teachers, a free AI tool for verified U.S. educators, it reminded me of something I’ve seen my entire career: technology always moves faster than policy. And while everyone immediately jumped to the usual questions (“Should we allow it?” “Should we block it?” “How do we protect student data?”), I found myself thinking something different.

“I don’t think ‘no’ is an AI strategy.”

I spent 34 years in public education as a teacher, principal, and assistant superintendent, and I’ve watched every major technology force us to rethink how we lead. The internet did it. Smartphones did it. Cloud computing did it. And now AI is doing it again.

And AI brings two leadership challenges we can’t ignore.

1. The Instructional Challenge

How do we prepare students to use AI ethically and responsibly in a world where it will be everywhere?

Students aren’t waiting for us. They’re already experimenting with AI tools, sometimes well, sometimes not so well.

Like every transformative technology before it, AI belongs inside the conversation, not outside it.

2. The Operational Challenge

How do districts create an environment where teachers can innovate responsibly while protecting student privacy? How do leaders encourage instructional excellence without increasing cybersecurity risk? How do we maintain trust with families while the AI landscape changes weekly?

This is the part that keeps me up at night, not because AI is scary, but because the leadership systems around it matter more than the tools themselves.

The future of AI in education won’t be determined by what we block. It’ll be determined by whether we build systems that let teachers innovate safely while protecting what matters most: student data.

That shift changes everything.

Instead of asking, “How do we stop AI?” 

We start asking, “How do we make it safe to say yes?”

Teachers Aren’t Looking for AI; They’re Looking for Better Ways to Help Students

I’ve spent decades supporting teachers, especially in one of California’s most ed‑tech‑forward districts, and I can tell you this with absolute confidence: teachers don’t adopt technology because it’s shiny. They adopt it because it helps them reach kids.

One teacher uses AI to generate differentiated reading passages.Another creates practice questions tied to basketball stats or Taylor Swift lyrics.An English teacher helps multilingual learners organize their writing. A special education teacher builds individualized supports in minutes instead of hours.

None of those teachers wake up in the morning thinking, ‘I can’t wait to use AI today.’ They wake up thinking about the students sitting in front of them.

Teachers are trying to reach the struggling reader, support the English learner, challenge the gifted student, and reclaim time for relationships. If AI helps them do that, of course they’re going to explore it.

And we’re not going to stop that.

Blocking AI Doesn’t Stop AI

Picture Mrs. Johnson. It’s Tuesday evening. She’s prepping lessons for a class full of students who learn differently. A colleague tells her about an AI tool that can create differentiated reading passages.

She checks the district’s approved software list. It’s not there. She checks policy. No mention of it. Now she has a choice: ignore a tool that might help her students… or quietly try it.

Most teachers aren’t trying to break rules. They’re trying to solve tomorrow’s lesson.

This is how Shadow AI happens, just like Shadow IT before it. When the approved path doesn’t meet an immediate need, people find their own solutions.

The problem isn’t compliance.

It’s visibility.

Once AI use moves into the shadows, district leaders lose something far more valuable than compliance. They lose visibility.

If leaders don’t know which tools are being used, they can’t evaluate risk, protect student information, or help teachers choose safer alternatives. Ironically, trying to eliminate risk can make it harder to manage.

The goal shouldn’t be to drive innovation underground.

It should be to build systems where teachers never have to choose between helping students and following district expectations.

The Real Challenge Isn’t AI; It’s Governing the Movement of Data

If blocking AI isn’t the answer, what is?

We need to change what we govern.

For years, districts have governed applications, evaluating one tool at a time. That worked when technology evolved slowly. It doesn’t work in an AI ecosystem where new tools appear weekly.

Instead of governing every app, we need to govern something more important:

The movement of student data.

Districts can’t govern what they can’t see.

Most districts know the software they’ve purchased. Very few know every application actually exchanging student information—approved tools, department purchases, free classroom apps teachers discovered because they help kids.

This isn’t about catching teachers. It’s about understanding reality.

Once leaders understand their data ecosystem, they can make intentional decisions about how student information moves through it.

For trusted applications, districts decide what data should be shared.

For newly discovered applications, including Shadow AI, districts can determine whether they belong in the ecosystem and apply protections either way.

Tokenization: The Same Technology That Protects Your Credit Card

This is where tokenization changes the conversation.

If you’ve ever used a credit card online, you’ve already benefited from tokenization. When you make a purchase, your actual card number isn’t sent to the vendor. It’s replaced with a secure token—a stand-in that’s useless if stolen. The vendor processes the transaction, but never sees your real card number.

It’s one of the reasons credit card fraud has dropped dramatically in tokenized systems.

So here’s the question I keep coming back to: Shouldn’t our students’ data be protected at least as well as our credit cards?

The technology exists. It’s mature. It’s proven. What’s missing is adoption.

Instead of expecting every teacher to become a cybersecurity expert, districts can build systems that automatically replace sensitive student information with secure tokens before data leaves district control.

Teachers teach. Students learn. Innovation continues. Personally identifiable information stays protected.

The responsibility shifts from the classroom teacher to the governance system itself.

That shift matters for much more than AI.

That’s data sovereignty—districts determining how student information is shared across the ecosystem, not simply trusting every vendor to keep it safe.

No district can prevent every cyberattack. But districts can reduce the impact.

When personally identifiable information has been minimized or tokenized before it reaches third-party systems, the amount of directly identifiable information exposed, and the potential harm to students and families, can be substantially reduced.

This is a fundamentally different leadership approach.

The Best Leaders Don’t Choose Between Innovation and Protection

Once districts stop trying to govern every individual AI tool and start governing data movement, everything shifts. Teachers stop feeling like innovation happens in spite of district policy. It starts happening because of it.

Imagine Mrs. Johnson again. She hears about a new AI tool. Instead of wondering whether she’s about to violate policy, she knows her district has built an environment where student information is protected by design. She doesn’t have to interpret privacy policies. She doesn’t have to guess whether a tool is safe. She just teaches.

Now imagine that confidence spreading across a district:

  • Teachers openly share innovations.
  • PLCs focus on learning, not compliance.
  • Principals celebrate responsible experimentation.
  • Curriculum leaders spend less time vetting apps and more time supporting instruction.
  • Technology leaders stop being the “department of no” and become partners in innovation.

The conversation changes from:

“Should we block this tool?” 

to

“How do we make sure every innovation fits within a well-governed data ecosystem?”

That’s stewardship, not fear.

Adaptation, not reaction.

Technology leaders shouldn’t have to choose between innovation and protection.

Teachers shouldn’t have to choose between helping students and following policy. Superintendents shouldn’t have to choose between instructional excellence and cybersecurity.

With data ecosystem governance, they don’t have to.

Why This Gives Me Hope

When I retired after 34 years in public education, I wasn’t looking for another job. I was looking for another way to support great teaching and learning. One question guided nearly every decision I made: “Will this help teachers better serve students?”

Teachers are the heartbeat of every school. They build relationships, notice struggles, celebrate victories, and carry expectations that grow heavier every year.

They don’t need another barrier. They don’t need fear-based policy. They don’t need to innovate only after hours on personal devices. They deserve every responsible advantage we can give them. AI can be one of those advantages, not because it replaces great teaching, but because it supports great teachers.

At the same time, families trust districts with something incredibly personal: their children’s identities and futures. That trust deserves protection. And we can build systems that make cybersecurity incidents less damaging when they inevitably occur.

We can support innovation. We can protect privacy. We don’t have to choose.

The Question Every District Leader Should Ask

AI isn’t waiting for education to catch up. Teachers are already exploring it. Students are already using it. Next year’s tools don’t even exist yet.

The future won’t be determined by the next breakthrough app.

It will be determined by the leadership decisions districts make now.

Will we keep evaluating and blocking one application after another?

Or will we build data ecosystems that make responsible innovation possible—where teachers have freedom to explore, student information is protected by design, and districts retain sovereignty over the data they’re entrusted to safeguard?

The question isn’t whether teachers will use AI.

It’s whether they’ll use it inside a system designed to protect students… or outside one that never gave them a safe way to say yes.

To me, that’s part of the point.

We should be using AI as a professional tool, not to replace our expertise, but to sharpen it. Not to write for us, but to help us write better. Not to think for us, but to help us think more clearly.

If we want teachers and district leaders to embrace AI responsibly, we should be willing to model what that looks like.
